1. Introductions, apologies and substitutions
1.1 Apologies were received from Keith Davies. There were no substitutions.
2. Scrutiny of the Minister for Environment & Sustainable Development
2.1 The Minister for Environment and Sustainable Development responded to questions from members of the Committee.
2.2 The Minister agreed to provide the following additional information as requested by members of the Committee:
- Information on tracking the outcomes of expenditure against the Programme for Government;
- Information on the projects awarded funding as a result of the transfer of £1 million from the underspend in TB eradication to the Wild Birds Directive;
- Information on the £1 million transferred to the ‘sponsor and manage delivery bodies’ action as part of the Supplementary Budget – June 2012;
- Information on the cost of the devolution of building regulations to the Welsh Government.
3. The Natural Resources Body for Wales (Establishment) Order 2012
3.1 The Committee considered the additional information provided by the Minister for Environment and Sustainable Development in his letter of 26 June. It agreed that the draft Order should not be subject to the 60-day process.
3.2 The Committee agreed to respond to the Minister setting out its reservations in relation to the handing of the Order and its intention to give further scrutiny to the second Order.
4. Election of Temporary Chair under Standing Order 17.22 for 5 and 19 July meetings
4.1 William Powell was elected temporary Chair for the Committee meetings on 5 and 19 July.
